Stun Grenade FOL and igniter set. These are from the old Haley and Weller L13A1 irritant Grenade and another which off the top of my head can not remember but were issued to SF guys with Stun elements to them but the memory is fading and can not remember its Land service number. Note the square shape to the lever compared to the L2 Lever the igniter set is exactly the same.
